ProcedureforobtainingauthorizationunderHazardousandotherWaste(Management&TransboundaryMovement)Rules,2016(Approvedinthe182ndBoardMeetingheldon15.10.2018videAgendaItemNo.182.15(S))1.Everyoccupierofthefacilitywhoisengagedinhandling,generation,collection,storage,packaging,transportation,use,treatment,processing,recycling,recovery,pre-processing,co-processing,utilization,offeringforsale,transferordisposalofthehazardouswastesandotherwastes,importofotherwastelistedinpartDofscheduleIII,shallrequiredtomakeanapplicationontheonlineportalofHEPCi.e.http://investharyana.in2.Noprocessingfeeisapplicableforsuchauthorization.3.Checklistofdocumentsrequiredforobtainingauthorization,isgivenatAnnexure-A.4.RegionalOfficermarktheapplicationtotheconcernedfieldofficerforscrutiny,verificationandrecommendation.Thecases/applicationsofauthorizationappliedbyafacilityoutsidethestateforcollectionandtransportationofhazardousandotherwastefromthestateforrecyclingandutilizationincludingco-processing,shallbeprocessedbytheinchargeofwastemanagementcellintheHeadOffice5.SiteInspection:a)Thesiteinspectionoftheunitswhoappliesforfirsttimeauthorizationforgeneration,collection,storage,packing,transportationexcepttheauthorizationdesiredfortheactivitiesdefinedunderScheduleIV,PartDofScheduleIII,UtilizationasperRule9andauthorizationfortransportandcollectiondesiredbythefacilityoutsidethestateforrecyclingorutilizationincludingco-processing,shallbecarriedoutbytheconcernedfieldofficerasperinspectionreportatAnnexureB(I).ForrenewalofsuchauthorizationundertheRules,inspectionshallonlybecarriedoutbytheconcernedfieldofficerifthesatisfactoryinspectionreportavailableintherecordisolderthanoneyear.b)Thesiteinspectionoftheunitsapplyfortheauthorizationforrecycling/reprocessingofthehazardouswasteasperscheduleIVoftheRules,shallbecarriedoutbytheconcernedRegionalofficeralongwithconcernedfieldofficeraspertheinspectionreportatAnnexure-B(II).c)Thesiteinspectionoftheunits/actualuserswhoapplyfortheauthorizationforutilizationofHazardous&OtherWasteforwhichstandardOperatingProcedure(SOPs)/guidelinesissuedbyCPCB,shallbecarriedoutbytheRegionalofficeralongwithconcernedfieldofficeraspertheinspectionreportatAnnexure-B(III).d)NoinspectionisrequiredforthetraderswhoapplyforauthorizationonbehalfofactualusersforimportofotherwastesasperPartDofScheduleIIIoftheRules.e)NoinspectionisrequiredfortheunitslocatedoutsidethestatewhoaredesirousofauthorizationforcollectionandtransportationofHazardousandotherwastesforrecyclingandutilizationincludingco-processingfromtheunitsinthestate.Alsonoinspectionisrequiredfortheunitswhoapplyforauthorizationfortransportationforsendingtheirhazardouswasteoutsidethestateforrecyclingandutilizationincludingco-processing.6.Afterscrutinyoftheapplicationandsiteinspectionoftheindustry,casewillberecommendedforgrantofauthorizationbythefieldofficertotheRegionalOfficerincaseapplicationandinspectionisfoundsatisfactoryaspertheRules.7.Aspertheinstructionsalreadylaiddown,theRegionalOfficerforwardsthecasetotheNodalOfficeroftheBoardwithHEPCwithhisrecommendationforgrantofauthorizationincasetheprojectshavinginvestmentmorethanRs.10croresandalltheapplicationsforrecycling/reprocessingofhazardouswasteasperScheduleIVoftheRules,applicationsforauthorizationforutilizationincludingco-processingoranyotheruseforwhichSOP/GuidelineshasbeenissuedbytheCPCBorapprovalgr...
