ROADSAFETYVisionZeroonthemoveVisionZeroistheimageofafutureinwhichnoonewillbekilledorseriousinjured.VisionZeroisalsothebasisfortheworkconductedonroadsafetyinSweden.ThiswasratifiedbyParliament,whichhasresultedinchangesinroadsafetypolicyandtheworkapproachtaken.VisionZeroisbothanattitudetolifeandastrategyfordesigningasaferoadtransportsystem.Itestablishesthatthelossofhumanlifeintrafficisunacceptable.RoadsafetyinthespiritofVisionZeromeansthatroads,streetsandvehiclesmustbemuchmoreadaptedtohumancapacityandtole-rance.Theresponsibilityforsafetyissharedbetweenthosewhodesignandthosewhousetheroadtransportsystem.SinceVisionZerowasestablishedinSwedentherehavebeenfewerpeoplekilledonroads.TheideasbehindVisionZerohavealsomadeaninternationalbreakthrough.2•SAFETRAFFIC–VisionZeroonthemoveSeriousinjury–lifelongdisablementInthisbrochureandinotherVisionZerocontexts,theterm”seriousinjury”isused.Itisusedtomeanaphysicalinjurythatthevictimwillnotrecoverfrominareasonabletimeandmightentaillifelongconsequencesforthepersonafflicted.SAFETRAFFIC–VisionZeroonthemove•34•SAFETRAFFIC–VisionZeroonthemoveVisionZerochallengestraditionalthinkingWhenVisionZerowasfirstintroducedin1995itrepresentedawholenewwayofviewingtheproblemsconcerningsafetyinroadtraffic–includinghowthoseproblemsshouldbesolved.VisionZeroemphasisesthattheroadtrans-portsystemisanentityinwhichthediffe-rentcomponentssuchasroads,vehiclesandroadusersmustinteractinordertoensuresafety.Neverbeforehastherebeenthiskindofoverallperspective.VisionZeroalterstheviewonresponsi-bility.Thosewhodesigntheroadtransportsystembeartheultimateresponsibilityforsafety:roadmanagers,vehiclemanufacturers,roadtransportcarriers,politicians,publicemployees,legislativeauthoritiesandthepolice.Itistheresponsibilityoftheindividualpersontoabidebylawsandregulations.Priortothis,practicallyalltheresponsibilityhadbeenputontheindividualroaduser.VisionZeroiscomposedofseveralbasicelements,eachofwhichaffectssafetyinroadtraffic.Theseconcernsethics,humancapabilityandtolerance,responsibility,scientificfactsandarealisationthatthedifferentcomponentsintheroadtransportsysteminteractandareinterdependent.BASEDONETHICSVisionZeroisbasedontheethicalstandpointthatnooneshouldbekilledorseriouslyinjuredforlifeinroadtraffic.Theonlyacceptablefigureforthenumberoffatalitiesandseriousinjuriesintrafficiszero.ThemoralbasisofVisionZeromeansthatviewsonsafetywithintheroadtrans-portsystemmustcorrespondtosafetyvaluesinsocietyatlarge.Forexample,itisobviousthatnobodyshoulddiethroughanaccidentatworkorinconnectionwithrail,seaorairtravel.MISTAKESSHOULDNOTBEPUNISHABLEBYDEATHTheroadtransportsystemisnotadaptedtothefactthatpeoplesometimesmakemistakes.Thereisnoperfecthumanbeing.Inroadtrafficitisalltoooftenacaseofsimplemistakesbeingpunishedbydeath.TheworkconductedonroadsafetyincompliancewithVisionZeroisbasedondoingeverythingtopreventroaddeathsorserioustrafficinjuries.Whileeffortisbeingmadetopreventaccidents,theroadtransportsystemmustbedesignedfromtherealisationthatpeopledomakemistakesandthattrafficaccidentscanthere-forenotbeavoidedcompletely.VisionZerocanacceptthataccidentsoccur,butnotthattheyresultinserioushumaninjury.SAFETRAFFIC–VisionZeroonthemove•5ADAPTATIONTOTHEHUMANBODYHumanlimitationsareanimportantbasisuponwhichtodesigntheroadtransportsystem.Thismustbedonethroughtakingintoaccountbiologicaltoleranceagainstext...
