NZPOLICEPRESENTATIONDEVELOPMENTSINTRAFFICCRASHINVESTIGATION.NEWZEALANDPOLICEDuringperiod1JULY1992to31MARCH2005E.C.Brown(NewZealandPolice)1.ABSTRACT.OverthelastdecadetherehavebeenmajorchangeswithinNewZealandPoliceinSeriousTrafficCrashInvestigation.Thispaperdiscussesthechanges,someoftheproblemsandtechniquesusedbyencounteredbyInvestigatorsandconcludeswithashortdiscussiononthenextroundofchanges.i.2.INTRODUCTION.Mystartingpointis1July1992whentheTrafficSafetyService,wasamalgamatedwithNewZealandPolice.OvernightPoliceunderwentadramaticchange.Thefirstmajorissueencounteredwasthatadministrationandfundingforofroadsafety1iscontrolledbyajointgovernmentprogrammethatspecifiesservicedeliveryandperformancemeasures.ThedocumentsetsouttherequirementsforallTrafficEnforcementincludingCrashInvestigation.ThepublicityonthepoliceenforcementprogrammeisdrivenbyourresponsetotheGovernment’srequirements.Thesecondmajorissueflowsfromthefundingstream.1NZRoadSafety(Administration)Programme2004/2005,jointlypreparedbyMOT,PoliceandtheformerLTSA,issignedoffbytherespectiveMinisters.Itfundsallroadsafetymeasuresincludingpoliceenforcement.NZPOLICEPRESENTATIONAllcrashesareserious,butPolicedonothavetheresourcesorfundingtoinvestigatealltrafficcrashesindepth.WeareawarethatfatalcrasheshavethehighestpublicinterestandconcludewithaCoronersCourthearing.WiththeabilityoftheCoronertomakerecommendationstopreventaccidentaldeaths,ifwecandeterminethecausesofthesecrashescorrectly,improvementsinroaddesign,enforcementoreducationtopreventfuturefatalities,willalsoreducetheincidenceofothercrashes.By1992,threeMinistryofTransportstaffhadbeentrainedinUSAtousethelatestemergingtechniquesoftechnicalcrashInvestigation2.Policehavebuiltonthatknowledgebase.ThewidespreadintroductionofscientificprecisionandmethodologyisatributetotheadvancedthinkingofPoliceManagersandanindicationoftheircommitmenttothoroughlydischargethetask.TheaimoftheSeriousCrashInvestigatoristoidentifythecausativeandrelatedfactorsthatcausedatrafficcrashandreportthosefactstotheappropriateauthority,whichmaybeRoadConstructors,RoadControllingAuthorities,(RCA’s),SafetyAuthorities,theJudicialorCoronialcourts.ItisNOTthedutyoftheInvestigatortodecideorrecommendcriminalcharges.Simplytoidentifythefactorsthatcontributedtowardsacrash.3.ORGANISATIONPolicearedividedinto12autonomousgeographicdistricts.PolicyisdeterminedattheOfficeoftheCommissioner,withtheDistrictCommanderdirectlyresponsibletotheCommissionerfordeliveringtheoperationalfunction.ANationalAdviser,attachedtotheCommissioner’sofficesuppliesadvicetotheNationalRoadPolicingManagerandtriestoco-ordinatedistrictstoacommontheme.Theroledoesnothaveoperationalorlinecontroloverfieldstaff.Withinthelocaldistrict,theSeriousCrashUnits,(SCU)generallyreporttotheRoadPolicingManager.FrequentlytheyareattachedtotheHighwayPatrolsandsharetheirlivery.Themajorityofdistrictsoperatearangeofspecialistvehicles.Photograph1WellingtonDistrictSCUVehicle4.MANAGEMENTOFCRASHUNITSSincetheearly1980’stheTrafficSafetyService(TSS)hadbeeninvestigatingandreportingallTrafficCrashes.Astimemovedon,policeofficerslostthisskillorwerepromotedfromfrontlineduties.Byintegrationdate,policedidnothaveanystafftrainedspecificallytoinvestigatecrashesusingmodernscientificprocedures.FormerTSSstaffcontinuedtherole.Budgetcutsintheearly1990’sstoppedallCrashInvestigationtrainingandskillswerebei...
