FreeportLNGDevelopment,L.P.DocketNos.CP03-75-003,CP03-75-004,CP05-361-001,andCP05-361-002FREEPORTLNGEXPORTPROJECTandBOG/TRUCKPROJECTEnvironmentalAssessmentCooperatingAgency:U.S.DepartmentofEnergyDOE/EA–1650DOEDocketNo.FE-08-70-LNGMARCH2009FEDERALENERGYREGULATORYCOMMISSIONWASHINGTON,D.C.20426OFFICEOFENERGYPROJECTSInReplyReferTo:OEP/DG2E/Gas2FreeportLNGDevelopment,L.P.DocketNos.CP03-75-003,CP03-75-004CP05-361-001andCP05-361-002§375.308(x)TOTHEPARTYADDRESSED:ThestaffoftheFederalEnergyRegulatoryCommission(FERCorCommission)andtheDepartmentofEnergy(DOE),OfficeofFossilFuels,havepreparedanenvironmentalassessment(EA)ontheliquefiednaturalgas(LNG)facilitiesproposedbyFreeportLNGDevelopment,L.P.(FreeportLNG)intheabove-referenceddocket.TheEAwaspreparedtosatisfytherequirementsoftheNationalEnvironmentalPolicyAct(NEPA).TheDOEisacooperatingagencyforthedevelopmentoftheEA.AcooperatingagencyhasjurisdictionbylaworspecialexpertisewithrespecttopotentialenvironmentalimpactsassociatedwiththeproposalandisinvolvedintheNEPAanalysis.TheFERCstaffconcludesthatapprovaloftheproposedprojects,withappropriatemitigatingmeasures,wouldnotconstituteamajorfederalactionsignificantlyaffectingthequalityofthehumanenvironment.InordertooperateitsfacilityfortheLNGExportProject,FreeportLNGproposesequipmentmodificationatthePhaseIunloadingdocktoallowshoretoshipLNGtransfer.Thiswouldincludeconvertingone1ofthefourexistingunloadingarmsonthePhaseIunloadingdocktoaloadinglinetotransferexport-boundLNGfromtheterminal’sstoragetankstoawaitingships.Theconversionwouldinvolveminorchangesinvolvingacheckvalveandacontrolvalve.Thecheckvalvewouldbereplacedwithashortspool.Atanygiventime,theterminalwouldoperateeitherintheexportmodeorthecurrentlyauthorizedimportmode,butnotinbothmodessimultaneously,suchthatshipsvisitingtheterminaltoloadLNGforexportwouldoperateinsteadof,notinadditionto,shipsdeliveringLNGfordomesticuseonly.FreeportLNGalsoappliedtoDOEonAugust1,2008inDocketNo.FE-08-70-LNGtoexportonashort-termorspotmarketbasisupto24Bcfofpreviouslyimported1FreeportLNG’sLNGTransferSystemStartup/OperationProcedure(DocumentNo.FLNG-REC-101XXX[Revision1–09-04-08])identifiesthearmasLA-1A.LNGcumulativelyoveratwo-yearperiodfromtheUnitedStates(U.S.)totheUnitedKingdom,Belgium,Spain,France,Italy,Japan,SouthKorea,India,China,and/orTaiwan.FreeportLNGalsoproposestoconstructandoperateaboil-offgas(BOG)liquefactionsystemandaLNGtruckdeliverysystematthecompany’sexistingimportterminal.2ThesefacilitieswouldallowFreeportLNGto1)liquefyabout5millioncubicfeetperdayofBOGandreturnittotheLNGstoragetanksand2)receivethedeliveryofLNGbytruckinordertokeepthetanksinthenecessarycryogenicstate.TheBOGliquefactionplantwouldalsoactasaback-uptotheexistingBOGtakeawaypipelinecompression.ThelocationofBOGliquefactionfacilitieswouldconsistof:•OneBOGliquefactionheatexchanger;•OneBOGliquefactionexpander-compressor;•TwoBOGliquefactioncompressionlubeoilfilters;•ThreeBOGrefrigerationcompressorunits(approximately1,380horsepower(hp)each);•Naturalgaspiping,4,6,8,and12-inch-diameterabovegroundpiping;and•LNGpiping,4-inch-diameterabovegroundpiping.FreeportLNGisproposingcertainfacilitymodificationstoenableittoundertakeLNGtruckunloadingactivitiesintheeventthattheBOGliquefactionfacilitiesarenotavailable.Thetruckunloadingfacilitieswouldrequiretheinstallationofasingle4-inch-diameterinletconnection...
