WhatistheOSHAstandardforcontrolofhazardousenergysources?TheOSHAstandardforTheControlofHazardousEnergy(Lockout/Tagout),Title29CodeofFederalRegulations(CFR)Part1910.147,addressesthepracticesandproceduresnecessarytodisablemachineryorequipment,therebypreventingthereleaseofhazardousenergywhileemployeesperformservicingandmaintenanceactivities.Thestandardoutlinesmeasuresforcontrollinghazardousenergies—electrical,mechanical,hydraulic,pneumatic,chemical,thermal,andotherenergysources.Inaddition,29CFR1910.333setsforthrequirementstoprotectemployeesworkingonelectriccircuitsandequipment.Thissectionrequiresworkerstousesafeworkpractices,includinglockoutandtaggingprocedures.Theseprovisionsapplywhenemployeesareexposedtoelectricalhazardswhileworkingon,near,orwithconductorsorsystemsthatuseelectricenergy.Whyiscontrollinghazardousenergysourcesimportant?Employeesservicingormaintainingmachinesorequipmentmaybeexposedtoseriousphysicalharmordeathifhazardousenergyisnotproperlycontrolled.Craftworkers,machineoperators,andlaborersareamongthe3millionworkerswhoserviceequipmentandfacethegreatestrisk.Compliancewiththelockout/tagoutstandardpreventsanestimated120fatalitiesand50,000injurieseachyear.Workersinjuredonthejobfromexposuretohazardousenergyloseanaverageof24workdaysforrecuperation.Howcanyouprotectworkers?Thelockout/tagoutstandardestablishestheemployer’sresponsibilitytoprotectemployeesfromhazardousenergysourcesonmachinesandequipmentduringserviceandmaintenance.Thestandardgiveseachemployertheflexibilitytodevelopanenergycontrolprogramsuitedtotheneedsoftheparticularworkplaceandthetypesofmachinesandequipmentbeingmaintainedorserviced.Thisisgenerallydonebyaffixingtheappropriatelockoutortagoutdevicestoenergy-isolatingdevicesandbydeenergizingmachinesandequipment.Thestandardoutlinesthestepsrequiredtodothis.Whatdoemployeesneedtoknow?Employeesneedtobetrainedtoensurethattheyknow,understand,andfollowtheapplicableprovisionsofthehazardousenergycontrolprocedures.Thetrainingmustcoveratleastthreeareas:aspectsoftheemployer’senergycontrolprogram;elementsoftheenergycontrolprocedurerelevanttotheemployee’sdutiesorassignment;andthevariousrequirementsoftheOSHAstandardsrelatedtolockout/tagout.Whatmustemployersdotoprotectemployees?Thestandardsestablishrequirementsthatemployersmustfollowwhenemployeesareexposedtohazardousenergywhileservicingandmaintainingequipmentandmachinery.Someofthemostcriticalrequirementsfromthesestandardsareoutlinedbelow:IIIIIDevelop,implement,andenforceanenergycontrolprogram.IIIIIUselockoutdevicesforequipmentthatcanbelockedout.Tagoutdevicesmaybeusedinlieuoflockoutdevicesonlyifthetagoutprogramprovidesemployeeprotectionequivalenttothatprovidedthroughalockoutprogram.IIIIIEnsurethatneworoverhauledequipmentiscapableofbeinglockedout.IIIIIDevelop,implement,andenforceaneffectivetagoutprogramifmachinesorequipmentarenotcapableofbeinglockedout.IIIIIDevelop,document,implement,andenforceenergycontrolprocedures.[Seethenoteto29CFR1910.147(c)(4)(i)foranexceptiontothedocumentationrequirements.]IIIIIUseonlylockout/tagoutdevicesauthorizedfortheparticularequipmentormachineryandensurethattheyaredurable,standardized,andsubstantial.IIIIIEnsurethatlockout/tagoutdevicesidentifytheindividualusers.IIIIIEstablishapolicythatpermitsonlytheemployeewhoappliedalockout/tagoutdevicetoremoveit.[See29CFR1910.147(e)(3)forexception.]IIIIIIns...
