HotWorkProceduresHotWorkProcedures1/8Health,Safety&EnvironmentMarch2010PurposeThisprocedurewillprovidetheknowledgeandequipmentrequiredtominimizetheidentifiedworkplacehazardsassociatedwithHotWork.Theseprocedureswillprovide:informationonwhatisconsideredHotWork.informationonthesubstantialrisksduetofiresassociatedwithHotWork.informationonestablishingalternativemeasurestoHotWorkforemployeesandcontractorsinordertopreventlosses.standardpracticesandapermitprocesswiththegoalofpreventinglossoflifeandpropertywhenHotWorkmustbeperformed.LegislationSection370oftheOccupationalHealthandSafetyRegulationsrequires:HotWork(1)Whereaflammablesubstanceisormaybepresent,anemployerorcontractorshallensurethatnohotworkisperformeduntil:(a)suitabletestshavebeenconductedthat;(i)indicatewhethertheatmospherecontainsaflammablesubstanceinaquantitysufficienttocreateanexplosiveatmosphere;and(ii)confirmthattheworkmaybesafelyperformed;and(b)theworkproceduresdevelopedpursuanttoclause363(1)(b)havebeenimplementedtoensurecontinuoussafeperformanceofthework.(2)Whilehotworkisbeingperformed,anemployerorcontractorshallconducttestsdescribedinclause(1)(a)atintervalsappropriatetotheworkbeingperformedandrecordtheresults.(3)Anemployerorcontractorshallnotrequireorpermitanyhotworktobeperformedinthevicinityofamaterialthatmayconstituteafirehazarduntilsuitablestepshavebeentakentoreducetheriskoffire.(4)Anemployerorcontractorshallensurethatacontainerorpipingthatcontainsorhascontainedaflammablesubstanceispurgedusinganeffectivemethodtoremovetheflammablesubstancefromthecontainerorpipingbeforeanyhotworkisbegunonthatcontainerorpiping.(5)Anemployerorcontractorshallnotrequireorpermitanyweldingorcuttingofmetalthathasbeencleanedwithaflammableorcombustibleliquiduntilthemetalhasthoroughlydried.DefinitionsCompetentmeanspossessingknowledge,experienceandtrainingtoperformaspecificduty.Engineeringcontrolshelpreduceexposuretopotentialhazardseitherbyisolatingorremovingthehazardfromtheworkenvironment.Engineeringcontrolsincludemechanicalventilationandprocessenclosure,andarepreferredtoothercontrolmeasuressuchastheuseofpersonalprotectiveequipment.HotWorkProcedures2/8Health,Safety&EnvironmentMarch2010Fumesareverysmall,airborne,solidparticlesformedbythecoolingofahotvapour.Fumesaresmallerthandustsandaremoreeasilyinhaled.Gasisamaterialwithoutaspecificshapeorvolume.Gasestendtooccupyanentirespaceuniformlyatnormalroompressureandtemperature.Thetermsvapourandfumearesometimesconfusedwithgas.HotWorkmeansworkthatproducesarcs,sparks,flamesorothersourcesofignition.SupervisormeansapersonwhoisauthorizedbytheUniversityofReginatooverseeordirecttheworkofemployeesorstudents.Trainmeanstogiveinformationandexplanationtoanemployeewithrespecttoaparticularsubjectmatterandrequireapracticaldemonstrationthattheemployeehasacquiredknowledgeorskillrelatedtothesubjectmatter.Vapouristhegaseousformofamaterialwhichisnormallysolidorliquidatroomtemperatureandpressure.Evaporationistheprocessbywhichaliquidischangedintoavapour.Responsibilities1.Vice-President(Administration)will:1.1ensurethatadequateresourcesareavailabletoimplementappropriatemeasures.1.2requirethattheproceduresiscommunicatedtoemployees.1.3requirecompliancewiththeprocedures.2.AssociateVice-Presidents,Deans,Directors,DepartmentandUnitHeadswill:2.1ensurethattheProceduresarecommunicatedtoaffectedemployees.2.2requirecomp...
