RolesandResponsibilitiesofHSELineManagersPuttingCHILDRENFIRSTTheHSEChildProtectionandWelfarePolicysetsouttheframeworkforthemanagementofchildprotectionandwelfareconcernsintheHSE.Itseekstokeepchildrensafebypromotingchildren’srightsandencouraginganenvironmentwherechildrenarelistenedto.Thepolicy:providesinformationonthestructuresforthereportingofallchildprotectionandwelfareconcerns.outlinesstaff’srolesandresponsibilitiesintermsofchildprotectionandwelfare.describestheorganisationalandmanagerialstructuresinplaceandoutlineshowtheHSEworkswithTusla-ChildandFamilyAgencywhotogetherwithAnGardaSíochánahavestatutoryresponsibilityfortheassessmentandinvestigationofchildprotectionconcerns.IfachildisatimmediateriskandtheDutySocialWorkerinTuslacannotbecontactedpleasecontactAnGardaSíochánaatanyGardaStationwithoutdelay.RolesandResponsibilitiesofLineManagersundertheHSEChildProtectionandWelfarePolicy:LineManagersmust:haveread,understandandarefamiliarwiththeHSEChildProtectionandWelfarePolicybeknowledgeableabouttheHSEProcedureforReportingChildProtectionandWelfareConcernsraiseawarenessofchildprotectionandwelfareissuesthroughsupervision,support,training,assistanceandadviceensurethatallstaffcompletetheHSEChildrenFirste-LearningprogrammeonHSeLanDattheearliestdateprovideassistancetostaffwhohaveachildprotectionorwelfareconcernHSEChildrenFirstNationalOffice|November2017www.hse.ie/childrenfirstPage2RolesandResponsibilitiesofWhattodoifastaffmemberhasachildprotectionorwelfareconcern?Provideprotectedtimewithoutdelaytodiscusstheconcernwiththestaffmember.Thiswillinvolvediscussingwhathappenedandtheevidencetheteammemberhasfortheconcernincludinganywrittenrecord,pastconcernsorpresentations,signsandsymptomsofabuse.Decideiftherearereasonablegroundsforconcerntomakeareport.ConsultwiththeTuslaDutySocialWorkerifyouareunsurewhetherareportshouldbemadewithoutdelay.IffollowingconsultationbetweenthelinemanagerandDutySocialWorkeradecisionismadetoreport,theHSEProcedureforReportingChildProtectionorWelfareConcernsmustbefollowed.Supportthestaffmemberstoinformandconsultwiththeparents/guardians(andchild)whereappropriateassoonaspossibleunlessdoingsoislikelytoplacethechildatfurtherrisk,thestaffmemberatriskofharmfromthefamilyorwherethefamilyknowingaboutthereportcouldaffectTusla’sabilitytocarryoutariskassessment.Ensurethestaffmemberhasrecordedtheirresponses.Iffollowingconsultationadecisionismadenottoreport,thestaffmembersupportedbythelinemanagerorthemostappropriateseniorstaffmemberwillclearlyrecordthediscussionandreasonsfornotreportingintheclientrecord.Ensurethereisawrittenrecordofoutcomesandalldecisions.HSEChildrenFirstNationalOffice|November2017ensurethatacopyofallreportstoTuslaareretainedinlinewithlocalguidanceensurethattheHSEChildProtectionandWelfarePolicyisissuedorsentbyelectronicmeanstoallpersonnel(permanent,temporaryorlocum)includingvisitinghealthprofessionals,contractors,consultants,studentsonworkplacement/clinicaltraining,internsandvolunteerswithintheirareasofresponsibilityensurethatpersonnelwithintheirareashaveanunderstandingoftheirresponsibilitiesinrelationtotheimplementationofthepolicyPlaceChildrenFirstasastandingitemonteammeetingagendasInOutofHoursemergencysituationsthelinemanagershouldmakecontactwithAnGardaSíochána.AcopyofthatreportshouldbeforwardedtoTuslaandtheDesignatedLiaisonPersonforyourservice/LineManagerorappointedperson.
