NationalHazardousWasteManagementPlanNationalHazardousWasteManagementPlan2014–2020EnvironmentalProtectionAgencyTheEnvironmentalProtectionAgency(EPA)isastatutorybodyresponsibleforprotectingtheenvironmentinIreland.Weregulateandpoliceactivitiesthatmightotherwisecausepollution.Weensurethereissolidinformationonenvironmentaltrendssothatnecessaryactionsaretaken.OurprioritiesareprotectingtheIrishenvironmentandensuringthatdevelopmentissustainable.TheEPAisanindependentpublicbodyestablishedinJuly1993undertheEnvironmentalProtectionAgencyAct,1992.ItssponsorinGovernmentistheDepartmentoftheEnvironment,CommunityandLocalGovernment.OURRESPONSIBILITIESLICENSINGWelicensethefollowingtoensurethattheiremissionsdonotendangerhumanhealthorharmtheenvironment:•wastefacilities(e.g.,landfills,incinerators,wastetransferstations);•largescaleindustrialactivities(e.g.,pharmaceuticalmanufacturing,cementmanufacturing,powerplants);•intensiveagriculture;•thecontaineduseandcontrolledreleaseofGeneticallyModifiedOrganisms(GMOs);•largepetrolstoragefacilities;•wastewaterdischarges;•dumpingatsea.NATIONALENVIRONMENTALENFORCEMENT•Conductingover1200auditsandinspectionsofEPAlicensedfacilitieseveryyear.•Overseeinglocalauthorities’environmentalprotectionresponsibilitiesintheareasof-air,noise,waste,waste-waterandwaterquality.•WorkingwithlocalauthoritiesandtheGardaítostampoutillegalwasteactivitybyco-ordinatinganationalenforcementnetwork,targetingoffenders,conductinginvestigationsandoverseeingremediation.•Prosecutingthosewhofloutenvironmentallawanddamagetheenvironmentasaresultoftheiractions.MONITORING,ANALYSINGANDREPORTINGONTHEENVIRONMENT•Monitoringairqualityandthequalityofrivers,lakes,tidalwatersandgroundwaters;measuringwaterlevelsandriverflows.•Independentreportingtoinformdecisionmakingbynationalandlocalgovernment.REGULATINGIRELAND’SGREENHOUSEGASEMISSIONS•QuantifyingIreland’semissionsofgreenhousegasesinthecontextofourKyotocommitments.•ImplementingtheEmissionsTradingDirective,involvingover100companieswhoaremajorgeneratorsofcarbondioxideinIreland.ENVIRONMENTALRESEARCHANDDEVELOPMENT•Co-ordinatingresearchonenvironmentalissues(includingairandwaterquality,climatechange,biodiversity,environmentaltechnologies).STRATEGICENVIRONMENTALASSESSMENT•AssessingtheimpactofplansandprogrammesontheIrishenvironment(suchaswastemanagementanddevelopmentplans).ENVIRONMENTALPLANNING,EDUCATIONANDGUIDANCE•Providingguidancetothepublicandtoindustryonvariousenvironmentaltopics(includinglicenceapplications,wastepreventionandenvironmentalregulations).•Generatinggreaterenvironmentalawareness(throughenvironmentaltelevisionprogrammesandprimaryandsecondaryschools’resourcepacks).PROACTIVEWASTEMANAGEMENT•Promotingwastepreventionandminimisationprojectsthroughtheco-ordinationoftheNationalWastePreventionProgramme,includinginputintotheimplementationofProducerResponsibilityInitiatives.•EnforcingRegulationssuchasWasteElectricalandElectronicEquipment(WEEE)andRestrictionofHazardousSubstances(RoHS)andsubstancesthatdepletetheozonelayer.•DevelopingaNationalHazardousWasteManagementPlantopreventandmanagehazardouswaste.MANAGEMENTANDSTRUCTUREOFTHEEPATheorganisationismanagedbyafulltimeBoard,consistingofaDirectorGeneralandfourDirectors.TheworkoftheEPAiscarriedoutacrossfouroffices:•OfficeofClimate,Licensing,ResearchandResourceUse•OfficeofEnvironmen...
