StandardOperatingProcedureforMobileCraneOperation2ndEditionOctober2015OurgoalisthesafeoperationofmobilecranesIntroductionThisdocumentispreparedtoprovideguidanceforMaintenanceofTraffic/TrafficControlPlanfortheapplicationsubmissionfortheMobileCraneOperation,sotheymaybeapprovedinatimelymanner.Missingorinsufficientinformationwilldelayapproval.APPROVAL:TrafficControlPlan(TCP)orMaintenanceofTraffic(MOT)planformobilecraneoperationissubmittedaspartofapublicspaceapplicationtotheDistrictDepartmentofTransportation(DDOT)’sPublicSpaceRegulationDivision(PSRD).ItwillbereviewedbyPSRD’sPlanReviewDivision,thetraffic/civilengineeringdivision.COORDINATION:TheMobileCraneOperationTCPsmusttakeintoaccountanyexistingtrafficcontrolintheareaadjacenttotheproposedworkzone.(Theareaadjacentisaminimumofoneblockinanydirectionfromtheproposedworkzone.)TheMobileCranecontractorisresponsibleforcoordinationwithanyadjacentworkzone,includingDDOTworkzones,andspecialevents.REVIEW:TheMobileCraneOperationTCPsshallbesubjecttothereviewandverificationbyDDOTstaffforcompliancetosubmissionrequirements.Comparedtoothertypesofconstructionequipmentandtemporaryworkzoneswithinpublicspace,mobilecranestypicallyoccupyrelativelylargeworkspacesinthreedimensions(3D)duringanyoperation.SOPforMobileCraneOperationTheworkspacesofcranesaretobetakenintoaccountcarefullypriortotheiroperationtoreducethepotentialforspatialconflictsbetweencranesandothercomponents,suchasbuildingstructures,existingutilitylines,includingoverheadpowerlines,andotherpiecesofequipment,andtemporaryfacilitieslocatedwithinproximity,resultinginhazardousworkconditions.ThisdocumentprovidesaclearsetofguidanceforcraneworkspaceconsiderationsandoutlinestheapplicationprocessformobilecraneoperationthroughtheTransportationOnlinePermittingSystem(TOPS).SUPPORT:Considerationsforcraneselectionshouldincludetheweights,dimensionsandliftradiiexpected,thetypeofliftingtobedone,theserviceabilityoftheequipmentandthesiteconditions.STANDARD:Restrictionsinusing220,250-toncranes,thefollowingconditionsmustexist:•Streetmusthaveaminimumwidthof50feettoaccommodateradiusofcrane.•Entirestreetmustbeclosedwithintheblockwherecraneistobeused.•Prepareatrafficcontrolplantodetourtrafficaroundthisblock.•Sidewalkmustbeclosedtopedestrianswithinworkarea.•Trafficcontrolplanmustbetailoredtofitcontractor’sspecificsituation.•Permitinvalid:Ifallrequireddimensionsarenotshown.Whenusinga220tonsandabovecrane,statethereasonwhythiscraneisusedoveranyothertypeofcranesize.ApplicantmustapplyfortheMobileCraneOperationpermitandfollowTOPSpromptsandinstructions.MakesuretheMobileCraneonlineapplicationisfilledout,includingdetailsofscopeofwork,andiscomplete.UploadMOT/TCPdrawingforMobileCraneOperationelectronically.UploadMobileCraneTechnicalSpecificationsdocument.SOPforMobileCraneOperationSUBMISSIONREQUIREMENTS:MOT/TCPmustbetailoredtofitcontractor’sspecificsituation.MOT/TCPdrawingforMobileCraneOperationmustbeincludedandmustmeetthe1/7/2014“TrafficControlPlan(TCP)SubmittalGuidelines,”asabareminimum.Alltrafficcontrolshallconformtothepart-VIofthe2009editionManualonUniformTrafficControlDevices(MUTCD),DCTemporaryTrafficControlManual.GuidelinesandStandards–2006Edition,“DDOTDesignandEngineeringManual”-DCDepartmentofTransportation,IPMD.AlltrafficcontrolshalladheretoDDOTStandardsSpecificationsforHighwaysandStructures[the“GoldBook...
